This is NOT a Parish Council meeting, but is an opportunity for electors to discuss 'parish affairs'.

News

Code of Conduct complaints

During 2024-25 the outcomes of several complaints that councillors had breached the Code of Conduct for members were published by the Durham County Council Monitoring Officer:

  • The Monitoring Officer of Durham County Council  considered a complaint submitted by a resident about the alleged conduct of Cllrs J Goodall and C Goodall (Reference FS-Case- 633486446) and  the decision was that no further action is required in respect of the complaint. 
  • In September 2024 it was reported to the Parish Council that the Monitoring Officer of Durham County Council had considered a complaint submitted by the Clerk about the alleged conduct of Cllrs J Goodall and Sheeran (Reference 562593888) and that the decision was that no further action was required in respect of the complaint.
  • In September 2024 it was reported to the Parish Council that the Monitoring Officer of Durham County Council had considered a complaint submitted by Cllr J Goodall about the alleged conduct of Cllrs Cutting, Barningham and Nixon (Reference FS-Case-615367186) and that the decision was that no further action was required in respect of the complaint.
  • In January 2025 it was reported to the Parish Council that the Monitoring Officer of Durham County Council had considered a complaint submitted by a resident about the alleged conduct of Cllrs J Goodall and C Goodall (Reference FS-Case- 633486446) and that the decision was that no further action was required in respect of the complaint. 
  • In January 2025 it was reported to the Parish Council that the Monitoring Officer of Durham County Council had considered a complaint submitted by a resident about the alleged conduct of Cllr C Goodall (Reference FS-Case-624080427)) and that the decision was that no further action was required in respect of the complaint. 
  • In May 2025 it was reported to the Parish Council that the Standards Committee of Durham County Council considered, at a Hearing Panel, nine complaints (five submitted by three councillors and four submitted by residents) about the alleged conduct of Cllrs Barningham, Carter, Cutting and Nixon (References FS-Case-479253074, FS-Case-479484178, FS-Case- 479665269, FS-Case-480006325, FS-Case-480451746, FS-Case-482384231, COM 414, FS-Case-511652546 and FS-Case-527404494) and the decision was that breaches of the Codes of Conduct had occurred and sanctions imposed were: (a) a letter of censure was issued; and (b) that subject members undertake Code of Conduct training including training on registration of interests. Newsletter

As a response to the residents' survey which was carried out in mid-2024, the Parish Council has produced its first printed newsletter.

Annual Parish Meeting 2024

This is NOT a Parish Council meeting, but is an opportunity for electors to discuss 'parish affairs'.

Civility and Respect

In October 2022 the Parish Council agreed to sign up to the Civility and Respect Pledge.

The pledge means that Romaldkirk Parish Council will:

  • Treat all councillors, clerk and all employees, members of the public, representatives of partner organisations and volunteers with civility and respect in their role.
  • Put in place a training programme for councillors and staff.
  • Sign up to Code of Conduct for councillors.
  • Have in place good governance arrangements including staff contracts, and Dignity at Work policy.
  • Commit to seek professional help at early stages should civility and respect issues arise.
  • Commit to calling out bullying and harassment if and when it happens.
  • Continue to learn from best practice in the sector and aspire to being a role model/champion council, for example via the Local Council Award Scheme.
  • Support the continued lobby for the change in legislation to support the Civility and Respect Pledge including sanctions for elected members where appropriate.
